Summary FoRAM is an umbrella organisation of over 200 NGOs and other stakeholder groups in Bangladesh. It aims to improve livelihoods through introducing a regenerative/ sustainable agricultural system, in Bangladesh.
Description  1. BACKGROUND
FoRAM is a National Network of 202 non-government organizations to facilitate adaptation of Sustainable Agriculture in Bangladesh. It is established in the year 1991 and registered with the NGO Affairs Bureau, Government of Bangladesh. FoRAM has its vision and mission, which provides a rationale to build capacity of member NGOs and farmers to ensure adaptation of Sustainable Agriculture. The six strategies that have been utilized during the reporting period, all are consistent and tailored ensuring to delivery its mandate effectively and efficiently.
FoRAM since its establishment has been active on a limited scale in pursuit of raising the concern of Sustainable Agriculture and environmental policy makers, extension agencies, NGOs and farmers on knowledge adaptation of Sustainable Agriculture practices in Bangladesh. To this end, FoRAM has played its role as the voice for the farmers, NGOs, and other stakeholders; and agriculture focal point of ADAB (Association of Development Agencies in Bangladesh).
The major activities that FoRAM has undertaken are advocacy campaign among policy makers, dissemination of information exchange through workshops on Sustainable Agriculture technologies and practices, skill development training and other experience sharing activities, demonstration and action research on Sustainable Agriculture practices, and on awareness campaign. These activities have been instrumental in developing a shared concern among its member organization, national policy makers and particularly farmers at the level of practice. There has been substantial interest and willingness to facilitate promote and adaptation of Sustainable Agriculture practices at farmers level, but the means to mobilize a national thrust is still to be explored.
FoRAM is strategically positioned an apex networking of NGOs with the right credibility and credentials to facilitate desired goals. However, to achieve the shared vision of member organizations and farmers, it needs to re-plan how to make its contribution meaningful and significant such a way that adaptation of Sustainable Agriculture is sustained among farmers. It needs development of capacity of its member organizations to deliver quality Sustainable Agriculture extension services at the right time and at a cost that is competitive.
During its operation, FoRAM has also gained much from interactions with member organization farmers, policy makers, extension agents, researchers, and members of the society. It has helped FoRAM to narrow down its potential capacity and competitive edge. So through a participatory process, based on these needs and interests FoRAM has developed its Business Plan for next 5 year, and has identified service areas most warranted to achieve Sustainable Agriculture adaptation. The priority areas which FoRAM aims to address through its service package are to strengthen member organization capacity to develop and manage extension services for farming communities that promote adaptation and practice of Sustainable Agriculture all over Bangladesh.
However, FoRAM has achieved its mission considerably through various interventions, which are enumerated in the report for sharing with its member NGOs, donors, others stakeholders and people or institution interested to know about the FoRAM and its initiatives towards promotion of Sustainable Agriculture as well as sustainable development.

2. VISION
Achieve safe food security and sustainable livelihood through the practice of Sustainable Agriculture.

3. MISSION STATEMENT
Capacity building of farmers and member organization; and policy advocacy to ensures adoption of Sustainable Agriculture practices at field level.

4. GOAL
FoRAM aims to improve livelihoods through introducing Sustainable Agriculture systems in Bangladesh.

5. OBJECTIVE
The following objective identified to achieve the goal.
The major objectives of FoRAM are as follows:
- To introduce Sustainable Agriculture practice in the mainstream agricultural system;
- To promote Sustainable Agriculture and attain household food security, livelihood, and finally alleviation of poverty;
- To raise awareness/social mobilization on Sustainable Agriculture;
- Capacity building of FoRAM and its member organizations on Sustainable Agriculture;
-To demonstrate and disseminate indigenous knowledge, technology and practices on Sustainable Agriculture;
-To establish resource center on Sustainable Agriculture;
-To innovate Sustainable Agriculture technologies, and facilitate dissemination and adaptation;
- Build up partnership with GO's, NGOs, networks, private sector, institutions, research organizations, other related organizations to promote Sustainable Agriculture;
- Policy advocacy and lobbying in favour of Sustainable Agriculture with GOs, NGOs, private and multilateral organizations;

6. MANAGEMENT
FoRAM has a three-tier management structure. The General Body is the highest decision making body which is represented by all the member organizations. They meet once in a year to review & approve the annual progress report, and audited accounts of the last year, and farther approve the work plan and budget for the next year, and also make policy directives.
The General Body, in order to ensure smooth and easy functioning of FoRAM and elect 15 members Executive Committee for two years. The Chairperson heads the Executive Committee. They ensured timely implementation of the policies formulated by them and the General Body.
The Director of FoRAM who also acts as the Member Secretary of the Executive Committee and heads the secretariat and look after day to day affairs of the FoRAM. Secretariat is staffed with a number of professionals to implement planned activities in collaboration with the member organizations.

7. MEMBERSHIP
FoRAM is a membership based agricultural sector network. It presently constitutes with 202 NGOs (Local, National, International etc.)
FoRAM membership is open to NGOs, who believe in Sustainable Agriculture, interested and trying to practice Sustainable Agriculture. Interested NGOs can apply using a prescribed format for the membership, which is available in FoRAM office. The Executive Committee approves the membership. Membership is annually renewable.

9. ACTIVITIES, 2002
2002 was a successful year for FoRAM. Many activities took place in the year and a number of important events were successfully organized. Along with its main activities FoRAM implemented a project on ¡§ Awareness Raising on Ecological Agriculture (EA) in Bangladesh.

Details of the activities are depicted below:
1. NETWORKING

This is one of the program areas of FoRAM, which are carried out through the regional workshop and developing linkage with National & International networks and donors, to incorporate the Sustainable Agriculture into the mainstream agricultural system in Bangladesh.

FoRAM has developed working linkages with different international organizations like World Bank study group; the SWALLOWS, FAO (South Asia NGO program); IFOAM (International Federation for organic Agriculture Movement)-Germany; IIRR (International Institute of Rural Reconstruction)-Philippines;ILEIA (Information Centre for Low External Input Agriculture) and ANGOC (Asain NGO Coalition for Rural Development and Sustainable Agriculture), IUCN-The World Conservation Union etc.

a) Regional Workshop

In order to disseminate the field-based experience and up dated information on Sustainable Agriculture at different level, FoRAM has been conducted 5 Regional workshops at Bogra, Patuakhali, Barisal, Jessore and Dinajpur where a total of 154 participants participated from 115 NGOs and different professional groups related to agriculture such as local DAE staff, Farmers, Journalist, local elite etc. These workshops facilitated to share field experiences of the member NGOs and others along with updated information from the FoRAM on Sustainable Agriculture.

Beside main activities Under EA project FoRAM has conducted 8 (Eight) number of regional workshop on Ecological Agriculture during May to September, 2002 in different regions namely Thakurgaon, Rajbari, Jhenaidah, Barisal, Patuakhali, Gaibandha, Chittagong & Mymensingh. A total of 546 participants from the member NGOs and their farmers, other interested NGOs, representatives from general mass, local DAE and local journalist have actively participated in these idea sharing meeting. The farmers shared the problem with chemical agriculture that they have encountered and achieved during their field activities. A total of 154 NGOs participated in these sharing meeting where most of them were from the rural areas. All participants discussed the hazardous affects of chemical fertilizer, pesticides, hybrid seeds etc. upon human health and environment. They have conceptualized and recognized that ecological agriculture system is the sustainable alternative over chemical agriculture. Through this workshop all classes of people have enable to understand about the ecological agriculture, afterwards some of the NGOs and farmers have been practicing ecological agriculture in their field.

b) International Workshop
The Director of FoRAM participated in an International Workshop on Organic Agricultural Product Marketing held at Cairo, Egypt, which was organized and sponsored jointly by the Egyptian Bio-Dynamic Association (EBDA), Egypt & IFOAM (International Federation of Organic Agriculture Movement), Germany. In this workshop FoRAM has been selected as a member of working group for preparing training module on Production Technologies and Promotion of Market and guide manual on it for the NGOs of Africa and Asian region.

c) Sub-committee Member of International Conference:
FoRAM performed successfully as member of the organizing sub-committee of the International conference on Bangladesh Environment, held in Dhaka, Bangladesh.

2. POLICY ADVOCACY AND LOBBING
a. Round Table Discussion
FoRAM has conducted one round table discussion with 38 people, in order to pursue government agricultural policy and related others in promoting Sustainable Agriculture in Bangladesh. Participants were from the Policy makers, Extensions, Researchers, Educationists of Government Agriculture agencies and NGOs, held in May 2000 at Auditorium of Department of Agricultural Extension (DAE), Dhaka.

b. Involvement with the Ministry of Agriculture and other Government's Agencies
FoRAM has been continuing its efforts to pursue agricultural policy making bodies & their field level counterparts to incorporate concept and technologies of Sustainable Agriculture in the agricultural policy of Bangladesh. FoRAM has been selected member of the following several agricultural policy making bodies/committee which is set up by the Government and NGO:
-FoRAM contributed in preparing and deciding terms of references of committees formed at different levels for implementing New Agricultural Extension Policy (NAEP) and ensure NGO involvement in local committees.
- FoRAM has been representing as agricultural focal point of ADAB and contributed as member of partnership unit of ASIRP (Agricultural Services Innovation and Reform Project) funded by DFID, World Bank & FAO.
- Contributed as member of national coordination committee of ATTP (Agricultural Technology Transfer Project) coordinated by BARC, funded by USAID.
- Contributed as member of National Committee for Agricultural Credit Monitoring and Evaluation, Ministry of Finance, GoB.
- Contributed as member of National EIA guideline formulation committee under Ministry of Environment and Forest, GoB.
- Member of the DAE-NGO liaison committee, Department of Agricultural Extension, Ministry of Agriculture, GoB.
- FoRAM, as active participants in different policy and decision making committees at different level of government agencies has proved its potentialities which developed a good professional relationship.
- FoRAM involved in imparting tr
training on New Agriculture Extension Policy and its implementation strategies to thana level staff of DAE, NGOs, and other private sectors in agriculture at the request of Department of Agricultural Extension, Ministry of Agriculture, GoB.

C. News Media Campaign:
During this stated period FoRAM published 11 articles in different dailies . Some are in Bangla and some are in English under the project on 'Awareness Raising on Ecological Agriculture (EA)'. The list of publications are given below.

- Consequence of chemical fertilizers and pesticides use in Bangladesh (English) by Sanowar Hossain Sarkar, published in the Weekly Massege on October 07, 2001 have been published in 6 daily newspaper and 2 weekly magazine during this period. The published articles raised awareness among the general mass about the adverse impact of the external input and the importance of ecological agriculture for saving our natural environment.

3. HUMAN RESOURCE DEVELOPMENT
a. Training and Experience Sharing:
FoRAM is aware to build its own capacity in order to capacitate the member organization in turn. In order to further its expertise in Sustainable Agriculture, FoRAM has reached an agreement with the SWALLOWS (Sweden) to support with a volunteer in place. The volunteer is expected to join the team January 2001, who is a Sustainable Agriculturist with considerable expenses. In the mean time, FoRAM has trained up one of its agriculturists on Sustainable Agriculture from Sweden that was jointly sponsored by the Sida and the PRIP TRUST. Further, one FoRAM's Trainer has already trained up by the ASIRP expert who also provided training to the TAECC (Thana Agricultural Extension Coordination Committee) member on NAEP and its implementation strategies and on TPIF (Thana Partnership Initiative Fund).
Promotion of Sustainable Agriculture is a new initiative in Bangladesh particularly among the NGOs. For proper promotion and introduction of Sustainable Agriculture in the field required knowledge, technique and skill of member NGOs and their staff.
FoRAM's mandate is to building capacity (organizational & technical) of its member organization. FoRAM has been providing all out technical co-operation to the member organization in the form of facilitating different training courses on Sustainable Agriculture, setting up demonstration plots, monitoring & evaluation, training and training material developments etc. as required by the member organization.

However, following are the accomplished activities during the period:
i) Manager's Orientation
Manager's orientation was an effective effort to conceptualize and design Sustainable Agriculture project in respective member NGOs. FoRAM has conducted one Manager orientation in March with 22 Manager from its member NGOs. Following the training, all of them have developed and strengthen their Sustainable Agriculture activities where FoRAM has provided post training follow up and technical cooperation.

ii) Extension Workers Training
Extension workers are the key staff to disseminate Sustainable Agriculture technology to the farmers effectively. So, FoRAM has conducted a 10 days long Training Course on Sustainable Agriculture for 24 Extension Workers of its member NGOs. All of the participated Extension Workers have disseminated their learning to the farmers in form of training and demonstration at field level.

iii) Farmer's Training
Farmers are most important to practice and demonstrate Sustainable Agriculture technologies in the field for creating an instance of effective Sustainable Agriculture practice. Thus FoRAM has successfully conducted three (3)-training courses on Sustainable Agriculture (5 day long each) where a total of 71 interested and innovative farmers were participated. Following the training most of them have initiated Sustainable Agriculture practice and demonstration in their field. Trained Extension Workers and Manager were very supportive to them for their initiates.

iv) Training Module and Materials Development on Environmental Protection & Sustainable Agriculture:
FoRAM had developed training module and materials on Environmental Protection and Sustainable Agriculture (EPSA) for the Extension Workers and Staff of NGOs. FoRAM and ADAB jointly developed the module and materials.

v) Extension Workers Training on Environmental Protection & Sustainable Agriculture:
FoRAM has conducted three (3) training courses (4 days each) on Environment Protection and Sustainable Agriculture in collaboration with ADAB (Association of Development Agencies in Bangladesh). These training courses were held in Bogra, Jessore and Dhaka where 74 Extension Workers of 61 member NGOs of ADAB and FoRAM have participated from 17 ADAB chapters. The participants were provided with updated learning materials along with certificate for successful completion of the courses.

vi) Technical Cooperation to Member NGOs:
FoRAM in collaboration with the DAE & BARI provided 10 days training course on ¡§Farming System Research And Development¡¨ to 2 agriculturist of 2 NGOs.
FoRAM had provided 10 trainers from member organization facilitated to work with DAE's Trainers¡¦ team for providing training to the TAECC (thana level) members allover the country, on New Agriculture Extension Policy and Implementation Strategies.

4. PROMOTION OF SUSTAINABLE AGRICULTURE
i) Farmers' Rally
In order to mobilize mass people and popularize Sustainable Agriculture, FoRAM organized two Farmers Rallies in two different regions namely Jessore and Barisal in collaboration with member organization. A total of 201 Farmers from 24 local NGOs participated the rallies.
A discussion meeting followed by rally was also organized where the Deputy Director of DAE of respective areas along with other government officials were present. This event has created a momentum for wider exposure on Sustainable Agriculture in the area.

ii) Establishing Demonstration Plots on Sustainable Agriculture
FoRAM has established successfully 8 demonstrations on Sustainable Agriculture at farmer's field, in collaboration with member organizations in order to popularize Sustainable Agriculture among the farmers. 8 member organizations of 6 districts have establishing demonstration plots on Sustainable Agriculture i.e. Faridpur, Jhenidah, Thakergaon, Satkhira, Rajbari, Patuakhali have selected. They were provided with necessary technical guideline to setup, record and monitor the progress of the farming. These plots were served as method demonstration to motivate the farmers in the locality and to peruse the staff of Department of Agricultural Extension at local level for taking a congenial view on Sustainable Agriculture. This will also help to a wider dissemination of Sustainable Agriculture in the area. Regular monitoring and follow-up field visits were undertaken by the FoRAM Agriculturist. The demonstrations have created very positive understanding about the Sustainable Agricultural practices among the farmer community in the respective locality.

iii) Conduct Participatory Action Research on Sustainable Agriculture
In view to test the practicability and viability of technologies of Sustainable Agriculture at farmers' management, FoRAM has conducted 2 participatory action research at farmer field in different 2 Agro-Ecological Zone (AEZ) in Bangladesh. The AEZ are namely (i) AEZ-1: Old Humalayan plain lands and (ii) Old Meghna estuarine plain land in collaboration with member organization. Necessary technical guideline has been provided to the member NGOs for undertaking Participatory Action Research with the farmers. This result will be used to influence policy maker to formulate Sustainable Agriculture friendly policies. This participatory action research has facilitated testing effectiveness and practicality of technologies of Sustainable Agriculture in their field with very close observation and recording application consequences etc.

iv) Bill board
FoRAM prepared 100 no of billboards focusing on practical aspects of Ecological Agriculture and installed at important places of Thakurgaon, Barisal, Sylhet, Khulna, Bhola, Sherpur, and Chittagong district with the cooperation from the 7 member NGOs of FoRAM. A total of 10,000 beneficiaries became aware about the hazardous effects of chemical fertilizer, pesticides, hybrid seeds etc., upon human health and environment. They had conceptualized and recognized that Ecological Agriculture system is the sustainable agriculture system.

v) Video Show
FoRAM had organized 26 audio-visual shows on consequences of chemical fertilizer on productivity, biodiversity, economy, socio-cultural changes, environmental degradation, etc., and importance and practicability of environment friendly sustainable agriculture practices at 26 spots in the rural areas of 13 (thirteen) different districts namely Thakurgaon, Jhenaidah, Sherpur, Rajbari, Khulna, Barisal, Patuakhali, Gaibandah, Cox,s Bazar, Dinajpur, Mymensingh, Lakshmipur and Dhaka. A total of 1,243 beneficiaries from 97 NGOs conceptualized the environmental friendly Ecological Agriculture that got a good acceptance among the participants.

vi) Radio Spot Preparation & Broadcasting
A five minutes radio program developed through the active participation of the member NGOs for nationwide campaign. The program depicted the massages on the harmful affect of Chemical Agriculture on our land, health and environment and searching for the effective alternatives. The date and time of broadcasting in the national radio disseminated among the member NGOs for informing NGO¡¦s beneficiaries. 12 times broadcasted in the national radio for raising awareness among the general masses to come forward for incorporating Ecological Agriculture in the farming system as an alternative to chemical agriculture.

vii) Follow-up & Technical Cooperation
FoRAM has provided field follow-up support & technical cooperation to its member NGOs during implementation of the above project activities. It also includes monitoring and reviewing of progress & its improvements as required.
Regular follow-up and monitoring of the project activities at the grassroots level done by the project staff. The member NGOs was also incorporated with the process for involving them in the implementation process.
An external evaluation has carried out by INCIDIN Bangladesh for assuming the output in relation to the implementation.

5. PUBLICATION & DOCUMENTATION
a) Newsletter
FoRAM publishes quarterly Newsletter for dissemination of updating information to the member organizations, policy makers and concerned personalities on Sustainable Agriculture. During the period, four issues of the Newsletters were published and 6,000 copies were widely distributed among the NGOs, policy makers, researchers etc. The Newsletter has helped also FoRAM's the non-member NGOs to know the ongoing endeavor on Sustainable Agriculture and join the network with a commitment to practice Sustainable Agriculture.

b) Collection of Material
Extension workers are the key staff to disseminate Sustainable Agriculture technology to the farmers effectively. So, FoRAM has conducted a 10 days long Training Course on Sustainable Agriculture for 24 Extension Workers of its member NGOs. All of the participated Extension Workers have disseminated their learning to the farmers in form of training and demonstration at field level.

c) Review of the Training Module
A team of Training specialist has carefully reviewed the training module of ToT on Sustainable Agriculture and also for extension worker and, farmers, which are now being used for Training by FoRAM, and also by the member NGOs.

d) Data Bank & Library Development
FoRAM has been trying to develop data bank and mini resource library in order to support the member NGOs and other organization with information on Sustainable Agriculture. For doing so a system has been established to collect, compile, preserve and disseminate important information on a regular basis. Until now FoRAM has collected information from 48 member NGOs of FoRAM for developing organizational profile and data bank with the limited resource. In the year 2001-2002 FoRAM has implemented a project named 'Integrated Crop Management'(ICM). Under this project FoRAM has collected 81 best practices on crop management in different agro-ecological zone by the farmer. It is incorporated with a database established by the project.

A system has been established to collect, preserve and disseminate important information on a regular basis. The Library collected different books and journals published nationally and internationally, which facilitated the member NGOs and others to gather knowledge and information of Sustainable Agriculture introduced nationally and internationally.

e) Publication of Posters:
FoRAM had published one poster during this period focusing on Ecological Agriculture as an effective alternative to Chemical Agriculture in order to mobilize mass people. The publication disseminated various messages on Ecological Agriculture and its dimensions and agricultural sustainability. A total of 4,000 copies had published and distributed among the donors, member and non-member NGOs, DAE, DoE and interested others.
The poster was published in the second week of September 2002. It is carrying the massages of food and nutritional security, environmental development and the best use of natural resources. The theme of the poster drawn through sharing with the experts. The printed poster is displaying in different fair, seminar and symposium and distributed among the member NGOs and interested others.

10. OTHER ACTIVITIES
- FoRAM has able to develop a business and strategic plan among with EC member, general member, and other stakeholder through a participatory process.
- FoRAM has been working as Agricultural focal point of ADAB and representing ADAB in different committee of GoB.
- FoRAM has been involved with ADAB to assist a study on women's role and status in agriculture development in Bangladesh.
- FoRAM assisted ADAB through providing three (3) Facilitators for facilitating training courses on Environmental Management and Sustainable Agriculture under EAMGLA project which were held in different chapter of ADAB.
- FoRAM participated in the Environment Fair held at BUET, Dhaka to create awareness about Sustainable Agriculture among the student, city dwellers, teacher etc. FoRAM has also distributed more than 2000 copies of its Newsletter and other materials on Sustainable Agriculture among the participants.
- Participated in the "Environmental Fair" of National Scout Jamboree to disseminate information and create awareness among the participants (students, teachers, local people and others) on Environmental Protection and Sustainable Agriculture.

11. DONORS
The PRIP Trust is prime donor to support in carrying out the activities in 2000. Besides The PRIP Trust, the SWALLOWS-Sweden, PROSHIKA also provided free training venue and accommodation for conducting seminar, workshop, training and annual general meeting etc.
