Twenty-four representatives from fourteen African countries particpated in a 10-day CTA-led study visit to India as part of the TelecentresAfrica initiative by CTA and InfoBridge Foundation in support to the telecentre movement in Africa. Supported by the Technical Centre for Agricultural and Rural Cooperation (CTA), this initiative, whose theme is “Social and Economic Development using Information and Communications Technologies (ICTs)”, was meant to enhance participants’ knowledge on how India has harnessed ICT to promote its overall growth. Collaborators for the study visit in India include Infrastructure Leasing & Financial Services Limited (IL&FS), Kerala State IT Mission (KSITM) and SREI-Sahaj Corporate.

| Background |
CTA’s strategic plan 2007-2010 has clearly emphasises on the need for the “500 million people living in ACP rural area” to better access information and services using ICTs as a leading resource/innovative force including the development of innovative products. In this context, Telecentres have an important role to play to contribute to sustainable social and economical changes consistent with the MDGs.
As a result of the studies conducted by CTA and recommendations of the Lusaka workshop recognise sustainability of rural telecentres as one of the main challenges of developing telecentre in Africa. Among the issues recommended by the workshop, CTA and its partners have decided to focus on the following main areas:
* Facilitating access to relevant content;
* Create awareness on the role of telecentres at various levels especially at policy and decision making levels;
* Supporting ongoing telecentres programmes integrated to wider national or regional ICTs development plans rather than experimenting once more pilot initiatives.
The study visit is part of the awareness raising planned activities. Participants analysed the various models applied for their possible use in rural Africa.

The overall objective of this study visit is to contribute to improving African rural farmer’s livelihood through an increased use of ICT enabled services.Success and challenges of setting up large scale telecentre projects are shared and assimilated by participants.
